Debra Rose is the principal of Rose Trust, Fiduciary, and Case Management, and is a California Licensed Professional Fiduciary (CLFP). With a Juris Doctor (JD) and BS in Public Administration, Debra’s diverse work experience qualifies her to provide support and advocacy for people requiring assistance with personal matters, health care decisions, and financial affairs.
Her career began in public policy development, and serving as a consultant and advisor for 15 years in areas such as access to health care services for low income or uninsured Californians. Debra expanded professional health care services offered through changes in scope of practice and practitioner licensing, increasing services offered through primary care clinics, improving funding sources, and consulting with community care facilities on regulatory compliance guidelines.
In addition, Debra spent 6 years in association management working with pharmacists, physicians, dentists, nurse practitioners, primary care clinic management, and medical malpractice insurance companies. Debra also received a certificate in Mediation training, with the focus of her practice on family conflict issues, dental and medical malpractice. Debra taught Government and Political Science Studies for the Los Rios Community College District. She still enjoys teaching and using her public policy experience and education.
When family commitments demanded more of her time, Debra earned her Emergency Teaching Credential for K-12, and focused on working with students in special education classes. Debra is also the current President of the Sacramento Chapter, Professional Fiduciaries Association of California. Through Rose Trust, Fiduciary, and Case Management, Ms. Debra Rose continues her focus on ensuring the quality of life of her clients, while protecting their personal and financial assets — both today and into the future.
